When the state of Illinois legalized recreational marijuana the goal was to bring in as much tax revenue as possible. The state has spent far more money than it has brought in, and continues to need more and more tax revenue to cover its debts.

So how has marijuana revenue done since legalization? 2022 was the high water mark for revenue in the Land of Lincoln, with over $466 million brought in. The tax flow has decreased since that year. 2023 saw over $451 million earned, and in 2024 the total was over $457 million. Illinois is second overall in taxes brought in from marijuana, besting Colorado and Washington, and dwarfing Missouri who brought in just $78 million. California brings in more than twice what Illinois makes. The Golden State made over $1 billion last year in marijuana taxes.

It is hard to imagine Illinois marijuana tax revenue growing substantially though. Certainly not at the rate it spends revenue. The state will most likely raise taxes on marijuana products, and if demand and sales remain at current levels, perhaps you could see a bump. With competition from neighboring states now a factor, marijuana tourism will have to be developed. The novelty of just buying it legally has passed.

Now Illinois need a plan for a better product compared to neighboring states, or a plan for events that draw those customers and clients. These aren’t things that state governments are built to do. The private sector will have to develop the model to grow the business (pun intended). The state just needs to get out of the way and let the private sector work. The harder the state tries to squeeze more revenue by raising taxes on cannabis at every level, the more it restricts flow and growth, and ultimately drives customers back to their neighborhood connection. Who may have an inferior product, but it’s affordable.
